# Texas toll-road ownership research data

Edition: 2026-10-26.

44 selected named-facility records from TxDOT’s operator table, across five editorial regions. Not every gantry, bridge, connector, future project or parcel. Original July ownership CSV remains a separate historical edition.

Approximate regional context points, not road alignments or property boundaries. Null title/investor values remain unknown; no private ownership is inferred.

## Files

- roads.csv: UTF-8, RFC 4180 quoting, CRLF rows. Array fields use | as the separator. Nulls are empty cells.
- roads.json: same records plus regions, field dictionary and source ledger. JSON nulls remain null.
- roads.geojson: same stable record IDs and approximate regional context points in WGS84 (longitude, latitude).
- ntta-2025-reconciliation.csv: dollar-exact System cash statement and separately labeled debt/coverage lines; nominal USD.
- bond-stress-scenarios.csv: illustrative inputs and outputs, annual USD millions; not issuer performance or a forecast.

## Fields

- **id**: Stable editorial join key, identical in CSV, JSON and GeoJSON.
- **road**: Named toll facility or corridor; abbreviation included where useful.
- **segment**: The boundary or specific facility covered by this row. Does not cover the whole numbered highway.
- **region**: Editorial region ID; join to the regions array for its label and approximate context coordinates.
- **authority**: Public body responsible for the listed facility or concession. This is not the billing brand.
- **operator**: Road or lane operator reported by the cited sources; subcontractors are not separately enumerated.
- **billing_agency**: Billing provider in TxDOT’s October 26, 2026 operator table; not a statement of ownership.
- **control_type**: public, private-concession, or returned-public. Public does not mean debt-free.
- **roadway_title**: Sourced public roadway/System-asset title description. Null means not separately established in this edition; do not treat null as private ownership.
- **concessionaire**: Named private concession company; null for nonconcession rows.
- **private_business_owners**: Dated reported owners of the concession business. Null for public rows or no separately established investor detail. No equity percentages are imputed.
- **concession_end_year**: Stated nominal end year of an active private concession; null for public rows or a terminated agreement. Not the last bond maturity.
- **source_ids**: Primary source IDs, joined with | in CSV. See the source ledger; source dates and checked_on have different meanings.
- **checked_on**: YYYY-MM-DD source-review date, not a construction date or a new audit period.
- **notes**: Segment, title, financing or source-date qualifications relevant to this record.
- **locator_precision**: Regional context only; repeated points are deliberate and not facility locations.
- **locator_longitude**: Regional context longitude in WGS84 decimal degrees, not an exact facility coordinate.
- **locator_latitude**: Regional context latitude in WGS84 decimal degrees, not an exact facility coordinate.
- **revenue_claimant**: Sourced public enterprise or concession-company toll claim; null if the exact revenue account was not separately established. A gross receipt is still subject to financing and contractual sharing.
- **source_urls** (CSV only): source URLs corresponding to source_ids, joined with |. JSON carries the source ledger separately.

## Method

Named facilities are expanded from TxDOT’s operator/billing table. Selected concessions add project and sponsor records; title fields require separate support. The full Sam Houston Tollway is one research row, not a claim that every section of Beltway 8 is tolled. Toll 49 is assigned an East Texas locator, rather than copying the statewide table’s DFW grouping. The source table also lists non-toll services and connectors that are outside this edition. Records sharing a system are not independent financial enterprises and must not be summed as separate revenue totals.

The Texas context outline reuses the site’s retained TxDOT boundary geometry. Its geometry is available at /research/texas-infrastructure-atlas/data/texas.geojson. Facility points here are editorial regional locators, not road coordinates.

The October dataset is a new edition. The original July ownership CSV and article research assets remain available separately. Public access does not assign a new license to underlying third-party documents.
